Regulation Authority:

Title 20, Chapters 42-17.1, 42-17.6, and 42.17.7, and in accordance with Chapter 42-35, Administrative Procedures Act of the Rhode Island General Laws of 1956, as amended.

Purpose and Reason:

The purpose of this filing is to amend regulations governing the commercial summer flounder, scup, and Atlantic herring management plans for the 2013 fishing season, and to make a technical revision to clarify in section 7.7 and 7.11 concerning the maintenance of logbook copies kept on vessels. This filing also amends regulations governing management of the commercial spiny dogfish fishery (section 7.15) to allow the Division of Fish & Wildlife to adjust season(s) and possession limits to satisfy an agreement with other Northern Region States for the purpose of extending the spiny dogfish fishing season, and to update regulatory citations in Part VII for consistency with certain statutory changes. These amendments were presented during a public hearing process conducted on 4/3/2012.
